汉朝时期，官员鲁恭任中牟地方官，他用德仁来感化人，取得了明显成效。老百姓很自觉地从事公益劳动，当时别的郡县蝗灾很严重，唯独中牟境内没有伤害。有母野鸡带小野鸡在大路上大摇大摆地行走，连小孩都不去捕捉他们。
